Proposal Manager

The Proposal Manager will play a pivotal role in our organization by developing high-quality technical proposals that effectively communicate complex information to diverse audiences. This position demands a strong command of technical concepts, exceptional writing and editing skills, a solid understanding of software development processes, and the ability to work collaboratively with cross-functional teams. The ideal candidate will follow the Shipley proposal development processes and contribute significantly to our growth by leading the proposal team in securing new government contracts.

Role:
  • Serve as the leader of the proposal team, analyzing, reviewing, and composing responses to federal government solicitations.
  • Partner with executives and collaborate closely with Sales, Engineering, and other departments to provide hands-on support in crafting and submitting winning proposals.
  • Drive the proposal process proactively to meet deadlines and achieve milestone goals.
  • Work effectively with solutions architects, engineers, designers, and subject matter experts to develop responses that align with client requirements and demonstrate our capabilities.
  • Conduct and oversee color reviews throughout the proposal development process.
  • Work as both a prime contractor and subcontractor to ensure compliance with customer and partner requirements.
Key Responsibilities:
  • Develop clear, concise, and compelling technical responses to Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Information (RFIs).
  • Ensure all written materials meet accuracy, consistency, and compliance standards.
  • Conduct and participate in peer reviews, providing constructive feedback to enhance the quality of proposal documents.
  • Research, write, and edit persuasive proposals in response to government solicitations, ensuring alignment with client needs and objectives.
  • Analyze proposal requirements, develop outlines, and coordinate effectively with technical and management teams to gather essential information.
  • Collaborate with subject matter experts, program managers, and stakeholders to articulate our value proposition and ensure compliance with customer expectations.
  • Edit and proofread proposals for clarity, coherence, and compliance with established guidelines.
  • Manage multiple proposal projects concurrently, balancing deadlines and prioritizing tasks to meet submission timelines.
  • Update and maintain company documentation, including past performance write-ups, team resumes, and other proposal-related materials, ensuring they reflect current capabilities and accomplishments.
Qualifications:
  • Must be a U.S. Citizen and have the ability to obtain and maintain a Security Clearance.
  • Bachelor’s degree in Technical Writing, English, Communications, or a related field.
  • Proven experience as a Proposal Manager, Proposal Writer, or Capture Manager in the IT or software development industry supporting Fed/Civ and or DoD responses.
  • Familiarity with the Shipley proposal development processes and methodologies.
  • Strong understanding of software development methodologies, IT industry standards, and technical concepts.
  • Exceptional writing, editing, and proofreading skills, with a keen eye for detail.
  • Proficiency in using documentation and collaboration tools such as Microsoft Office Suite, SharePoint, and Confluence.
  • Experience in proposal development processes, including capture planning, proposal outlines, and compliance matrices.
  • Ability to perform effectively under pressure, meet tight deadlines, and manage multiple projects simultaneously.
  • Strong interpersonal and communication skills, with the ability to work collaboratively in a cross-functional team environment.
  • Knowledge of government contracting, including Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), is preferred but not required.
Additional Information:
Our current Proposal Manager is transitioning to a new role as Marketing Manager but will continue to support the proposal team as needed. Due to our rapid growth, we have identified the need to expand our team and clearly define the Proposal Manager and Marketing Manager roles to ensure continued success and focus.
