M3 PLAYBOOK
As part of the General Service Administration’s M3 (Modernization and Migration Management) transformation effort, Mobomo was contracted to contribute our expertise designing platforms containing large datasets into a navigable, functional, flexible, and scalable site.

THE FUSION OF FORM AND FUNCTION.
Teaming with Grant Thornton and GSA’s incumbent contractor, we designed
a proof-of-concept guidebook that:
- 01
Transforms The User Experience
▪ Through elimination of user information overload.
▪ Via design and content modernization.
▪ By increased clarity of processes pertaining to each of the 3 major user groups utilizing the guidebook (including Quality Service Management Offices (QSMO) spread across multiple agencies, each possessing their own offices with individualized processes/procedures/protocols).
- 02
Adheres to the US Web Design System
- 03
Utilizes the Federalist Platform
DELIVERING AN IMPACT.
Entering into an existing contract to provide specialized expertise in a particular area can present challenges in the development lifecycle. One of the reasons Mobomo was selected as the agency most qualified to navigate these challenges is because of our IMPACT ™ (Innovative Mobomo Processes and Collaborative Teamwork) governance process.
IMPACT ™ was created to address the challenges inherent in large-scale agile software development projects. It facilitates alignment across multiple teams, creates balance during rigorous ad-hoc sprints, and creates the flexibility necessary to weave experimentation and exploration of emerging technologies into the design process. Its foundation is based in SAFe® for Lean Enterprises 5.0, Kanban, and Scrum best practices, and is further augmented by Mobomo’s CMMI Dev Level 3 and ISO 9001:2015 continuous improvement initiatives.
MAKING THE MAGIC HAPPEN: DISCOVERY, IDEATION, DESIGN, VALIDATION.
IMPACT ™ was critical to this project’s success because, even though our involvement was short term and didn’t utilize all 4 components of the governance model, IMPACT ™ enabled the Mobomo team to navigate a variety of challenges, including user accessibility, conformance to the existing contractor’s tech stack and project management processes, and the short completion target given the complexity of the existing steps/data.
DISCOVERY & IDEATION.
Team Mobomo collaborated with the Office of Shared Services (within the GSA) to establish goals, deliverables, objectives, and constraints. Using the information we collected from our work with the Office of Shared Services, we then formed a focus group to learn what their frustrations were with the current tool and identify areas of opportunities to improve the existing M3 framework. We then took this information and analyzed the feedback, boiling the results down to the most achievable tasks within the scope of the project.
Additionally, we identified and documented future features that would be needed for design and development (to be performed by the incumbent contractor at GSA).
DESIGN & VALIDATION.
Moving into the design phase, we outlined the featured enhancements, built them into wireframes, and then verified with our customer (GSA) that we were addressing all targets. Once approved, we began our collaboration and coordination with Grant Thornton (responsible for content) and created a high-fidelity mock-up in Adobe XP. This interactive prototype was then shared with user groups and shareholders for user testing, from which we were able to make necessary modifications and optimize the redesign from a user experience perspective.
In a full-scale product development scenario, the Validation phase within the IMPACT ™ model would involve a review for functionality, accessibility, and security compliance. Because Mobomo was brought on board to design only the proof-of-concept for this guidebook, Validation was performed by the prime GSA contractor after we completed the design of the infrastructure used to develop the finalized product.
MOBOMO’S MASTERY OF MODERNIZATION
AND MIGRATION MANAGEMENT.
Because the user’s experience is at the core of every great design, our UX designers are passionate about understanding why people do what they do and then predicting their behaviors. We are a trusted partner for the GSA because of the reputation we have built in the federal landscape as a fast, focused, and effective technology solution expert that can transform overwhelming amounts of data into manageable, functional, and compliant tools that people love to use.
As promised and expected, we delivered this prototype to our customer ahead of schedule and within budgetary constraints. Nearly one month ahead of the 5-month deadline that was originally established, what began as a static webpage with complex charts and confusing instructions that were difficult for users to discern had now become an interactive prototype that received high praise from the user groups and shareholders who participated in the design process.
